Yup, these are all inflatable beds - either laid out or stacked up, just waiting for the possibility of their being needed... and used by project members.
As a plan for the possible need of project members to stay on late at night in the project area, the Cutover team had thought of these beds specifically for the members to sleep in, should the need for them to say real late (and possibly even overnight) arise. I heard that this idea is unique, as previous releases (i.e. other countries) just relied on people crashing on the office couch, so in that sense, the Philippine U2K2 team is luckier.
As of this time, the need has not yet arisen, but that doesn't mean it won't - after all, previous project experiences dictate the great possibility of such actions being needed. On a personal note, I don't think I;ll be needing this - nor will I be needed to stay this late. Besides, I can always drive home - which isn't too far prom the project site anyway.
